Yes, a domain can still be sold and transferred during the 60-day registrar lock. However, the domain cannot be transferred to an account outside of the registrar. The buyer must make an account at the registrar of the seller, which allows an internal account change or push to happen. A push is when the seller uses the buyer’s registrar account login name to move the domain away from his own.
I recently slod a new-registerly domain name. But buyer don’t want to open a new account. And we have to wait until the 60-day lock is gone. Anyway, you can’t cancel the 60-day lock rule.
If a push is not possible at the seller’s registrar, the domain can still be sold, but the transfer will be postponed.
